FBI puts $25K bounty on fugitive tied to deadly Federal Way shooting

A man accused of gunning down two women at a Federal Way bar in 2023 is now one of the FBI’s most sought fugitives, with federal authorities announcing a reward of up to $25,000 for information leading to his capture.

Investigators say Samuel Ramirez Jr. opened fire at Stars Bar and Grill on May 21, 2023, killing two female victims and injuring a third person. According to the FBI, Ramirez fled Washington immediately after the murders, first heading to Lake Havasu City, Arizona, before his parents drove him into Tijuana, Mexico, two days later.

What officials say Samuel Ramirez Jr. is wanted for

King County prosecutors secured a state arrest warrant on May 24, 2023, charging Ramirez with Murder in the Second Degree, Murder in the First Degree, and Attempted Murder in the First Degree. A federal warrant followed on November 14, 2025, after he was charged with Unlawful Flight to Avoid Prosecution.

The FBI warns Ramirez should be considered armed and dangerous. Tips can be submitted to any FBI office, an American embassy or consulate, or at tips.fbi.gov. Authorities say Ramirez has ties to several areas across the West and Mexico, including Lake Havasu City, Compton, Las Vegas, and the Mexican states of Jalisco and Sinaloa.
